The “blessing” and “curse” are singular because they were considered one blessing and curse, not many. If a person obeyed they would be blessed in many ways, and if they disobeyed they would be cursed in many ways. The “law” is the torah, which is more than just “law” (see commentary on Prov. 1:6).
