“the face of.” The Hebrew is idiomatic. The concept of “face” was important in the Hebrew culture because it expresses so much and was visible to all. In this case, the part of the city they could (possibly) see from the highlands of Judah was the walls and/or buildings that “faced” them, or the face of the city. Most translations ignore it because the expression can be confusing, but it is an important cultural concept.
