“seen, yes, seen” God repeats the word “seen” twice for emphasis, using different aspects of the verb. This is the figure of speech polyptoton, and it might be translated more literally, “seeing I have seen” (for more on polyptoton and this way of translating it, see commentary on Gen. 2:16). That God repeats the word “seen” twice shows that He is very concerned about the Israelites in Egypt and wants to do something about it.
