And King Ahaz commanded Urijah the priest, saying, “Burn the morning burnt offering and the evening grain offering on the great altar, along with the king’s burnt offering and his grain offering, and with the burnt offering of all the people of the land, and their grain offering and their drink offerings; and sprinkle on it all the blood of the burnt offering and all the blood of the sacrifices; but the bronze altar will be for me to inquire by.”

“will be for me to inquire by.” Perhaps to deliberately humiliate Yahweh, Ahaz uses his new altar to offer the offerings required by the Law of Moses, but uses the altar from Yahweh’s Temple to perform his acts of divination. Divination was strictly prohibited in the Mosaic Law (Deut. 18:9-14).
