And he took a yoke of oxen and cut them in pieces and sent them throughout all the territory of Israel by the hand of messengers, saying, “Whoever does not come out to follow Saul and follow Samuel, so will it be done to his oxen.” And the terror of Yahweh fell on the people and they came out as one man.
“they came out as one man.” This means the people had one singular purpose.
